Fourteen years ago, in 1995, the City of Vienna introduced a new model of holding architectural competitions in the public housing sector. Architects had to team up with property developers and compete together for public funding and properties. The juries, judging the quality of the submitted projects, are interdisciplinary, comprised of architects, planners, property developers, finance experts, structural engineers, ecologists, landscape planners, legal experts on housing as well as various representatives of the City of Vienna.
