The project was initiated by a public call for proposals for the design of the city square, plan for a new market building and community centre, alongside extensive infrastructural interventions which aimed at solving the problem of rainwater drainage in that part of the city of Pula.

Once the Studio BF won the competition, the project of the city square and the adjoining buildings was completed. However, after the revision of the financial programme of the City of Pula, the construction of the buildings was abandoned, while the square project, together with the complete infrastructure, was elaborated as the first phase of the project. Market and community centre buildings were to be developed in the future.
